Senior Consultant--Homelessness and Human Services

Overview BerryDunn is seeking a Senior Consultant with experience in homelessness services, housing and shelter operations, and human services program implementation to join our State Government Practice Group. Serving as the Homelessness and Housing Stability Lead for the Division of Homelessness Assistance and Poverty Prevention (DHAPP) within the Guam Department of Public Health and Social Services (DPHSS), this role will lead and coordinate BerryDunn ’s implementation support for DHAPP’s five-year strategic plan. The Senior Consultant will apply program leadership, project management, stakeholder engagement, and subject matter expertise to strengthen organizational capacity, improve service coordination, and expand sustainable supports for individuals and families experiencing homelessness and poverty. The ideal candidate will be client-focused, collaborative, culturally responsive, and comfortable leading complex public-sector initiatives involving government agencies, community partners, service providers, and people with lived experience. This individual will work with engagement leadership and multidisciplinary teams to facilitate complex conversations, oversee high-quality deliverables, and translate strategic priorities into measurable, sustainable results.
